Não deveria, mas se descumprir as ordens e não efetivar os bloqueios ordenados pelo judiciário o administrador do provedor de Internet pode incorrer em crime, além de possíveis multas. A maior multa conhecida é de 100 mil reais por dia em um bloqueio ordenado pelo STF (Supremo Tribunal Federal).
O usuário (cliente do provedor) consegue burlar os bloqueios?
O acesso a conteúdo bloqueado judicialmente é ilegal. Ao contornar o bloqueio por meio de VPNs e servidores DNSs estrangeiros o usuário está passível de representação criminal e multa.
