Yes. Most teams keep their public, promoted numbers. If you don't already have a number we can help you get one, and manage it for you on our outage protection system.

Does routing update right away when the schedule changes?

It does. When an admin saves a schedule change, the routing updates immediately. You don't have to call anyone to confirm it took effect.
