Why Doesn’t my CPU Go Above 3.5GHz When It’s Set Higher in the BIOS?

You need to increase the power, which will in turn increase heat. In the BIOS on most laptops or desktops, this setting is cTDP. This is not available on the Steam Deck, but you can increase overall TDP via TDP Control specified earlier in this blog.
